An analogy to the situation would be as follows. Imagine if the president of United States decided to help the people of United States by saying certain religions were bad. Now imagine that the president of United States was also the leader of a particular religious tradition as well as being President. I am so used to separation of church and state I have a hard time imagining this. But The combination of political and religious leader is the situation of the Tibetan people.
Clearly religious groups should be able to expel people from their group if they don’t follow their rules. It is also important to have a secular government so that people of different religious views can work together and share other common public services.
